For the waffle batter:
Water
1 ½ cups All-purpose flour
2 tablespoons Sugar
2 tablespoons Vegetable oil
½ cup Heavy cream
1 teaspoon Vanilla extract
For the dulce de leche filling:
4 tablespoons Butter (room temperature)
1 cup Cooked, sweetened condensed milk (dulce de leche), room temperature
Make the Waffle Batter: In a bowl, whisk or blend together water, sugar, vanilla extract, and flour. Add cream and oil, and whisk until smooth. Refrigerate the batter until ready to use.
Preheat the Waffle Maker: Set the waffle maker to medium heat. Once the light indicates it’s ready, pour about 1 tablespoon of batter onto the waffle press and close the lid.
Cook and Roll the Waffles: Once cooked, remove the waffle and immediately roll it into a tube shape. Let it cool slightly.
Prepare the Dulce de Leche Filling: Whip the butter until light and fluffy. Gradually add the dulce de leche and continue whipping until smooth and fluffy.
